Bette-JoBette-Jo Hughes | Associate Deputy Minister and Government Chief Information Officer, Ministry of Technology, Innovation and Citizens’ Services, Government of BC


Bette-Jo was appointed Acting Chief Information Officer for the Province of British Columbia on October 2, 2012.   She was confirmed in this appointment on June 10, 2013.  The Office of the Chief Information Officer (OCIO) plays a leadership role in promoting and guiding the management of government information as a strategic business asset, and supporting technology infrastructure as a key enabler of business transformation.  Prior to her current appointment, Bette-Jo was Assistant Deputy Minister of Service BC where she led cross government service delivery initiatives to improve services to the public across online, telephone and in-person channels, registry and statistical services.

Bette-Jo has been involved in the development of service delivery agreements with the private sector, including the negotiation of the Service BC – IBM Alternative Service Delivery Agreement for the provision of web channel and contact centre services.

Prior to joining the Government Agents Branch and Service BC, Bette-Jo worked at the provincial and community level in the field of community economic development. Before starting her career over 20 years ago with the British Columbia public service, Bette-Jo worked in the financial services industry, the federal government and non-profit organizations.

Bette-Jo has been the British Columbia representative on the Canadian Public Sector Service Delivery Council, and has just completed her tenure as President of the Board of Directors for the Institute for Citizen Centred Service

Michael AdayMichael Aday | Director, Converged Cloud, HP

Mr. Aday has served as a Director within HP’s Converged Cloud team since March 2014.

Prior to coming to HP, Mr. Aday acted as the Chief Technology Officer for a number of startups, where he focused on building cloud infrastructures for retail point of sale platforms and mobile applications.

Previously, Mr. Aday, was at Microsoft for almost 15 years in a variety of roles. While at Microsoft, he was a Director within Microsoft Research focused on Collaborative University and Government research projects and Director of Intellectual Property Strategy – among other roles. Micheal Larson | Chief Operating Officer, Cloud BC

Mike Larson was appointed Chief Operating Officer of CloudBC in July 2015. Over the preceding 18 months, Mike led the business case and strategy work on behalf of the participating CIOs of the B.C. public sector to establish the CloudBC vision and priorities. During that time, Mike was also director responsible for core infrastructure services at WorkSafeBC. During his four-year tenure at WorkSafeBC, Mike led modernization initiatives at all layers of the infrastructure stack and implemented a service-oriented infrastructure framework to reduce costs and improve service delivery.

Mike has 25+ years in the information technology industry and possesses a combination of strong leadership experience and technical knowledge, in both local and international private sector marketplaces. Former Wyoming Governor Jim Geringer advocacy for technology has centered on the end result of how technology enhances services, emphasizing the benefits of integrated service delivery and enterprise-wide solutions. Jim was first elected as Wyoming’s 30th governor in 1994 and completed his second term in January 2003. During his time in office. Geringer focused on improving education through standards, accountability and technology, modernized economic planning to extensively include technology, changed how natural resource agencies among state, federal and local governments worked together, implemented strategic planning tied to performance based budgeting and when he left office, provided Wyoming state government with a budget surplus, one of very few states to make that claim early in 2003.

His interests in technology issues include chair of the National Governors Association Technology Task Force, participation in the Policy Roundtable at the 1999 National GeoData Forum, appointment to the GeoSpatial One Stop Board of Directors, appointment to the Mapping Sciences Committee under the National Academy of Sciences, establishment of the Western GIS Council and presidential appointee to the Western Interstate Energy Board.

Dominique BohnDominique Bohn | Executive Director, Service Reform, Government of BC

Dominique Bohn works for British Columbia’s provincial government as the Executive Director, Service Reform. Until recently, she was with the Ministry of Justice bringing service design methods to bear on the big challenges facing the administration of courts. Previously, she helped found the Province’s user experience design practice, and implemented a citizen-focused, evidence-based approach to web resulting in the award winning She cultivated her user experience design practice as a founding senior consultant with nForm, one of Canada’s very best UX companies. She’s driven to improve how citizens experience government service, and has tackled large-scale work in patient safety (Health Canada) and digital learning (Alberta Education). On the side, she holds a PhD in Victorian studies (culture and technology). As of this fall, she joins the Province’s Environmental Assessment Office on a project to deliver a beautiful digital service giving both staff and citizens a clearer view of this critical process. Charmaine LoweCharmaine Lowe | Executive Director, Information Stewardship Policy Branch, Government of BC

Charmaine Lowe is the Executive Director of Information Stewardship and Policy with the Office of the Chief Information Officer (OCIO) for the Province of British Columbia. She is responsible for developing strategies and overseeing changes to cross-government Information Management and Information Technology (IM/IT) legislation, governance and policy, including:

  • Information Management Legislation;
  • Core Policy IM/IT governance and policies;
  • Data Sharing and Analytics Strategies;
  • Open Information and Open Data Policy; and
  • Identity Information Management Directions, Policy and Standards.

Charmaine has worked in the Information Management field since 1993 when the Freedom of Information and Protection of Privacy Act was proclaimed. She worked for the Information and Privacy Commissioner of British Columbia for eight years, mediating access to information disputes between the public and government bodies, investigating privacy complaints, organizing and delivering training seminars and handling media relations.

After joining the OCIO in 2003, Charmaine led a number of cross-government information management and identity management strategies for the BC Government, including the critical changes to legislation, regulation and policy that enabled broader information sharing across government and the establishment of the BC Services Card Program. Most recently she led the development of the new Information Management Act which will transition government from paper-based records management to more modern, streamlined digital information management practices.

For twenty years at US Customs and Treasury, Ms. Burke managed and streamlined organizations and processes. Bryan Coapstick is the Director of Mobile Innovation for HP. In this role, he is responsible for driving strategic mobility initiatives, key industry partnerships and relationships that enable clients to leverage the mobile channel to extend their brands and more effectively reach their customers, constituents, partners, and employees. Coapstick is an active participant in various industry advisory councils to help government and industry exchange information and collaborate on technology issues.

Coapstick has almost two decades of experience in the public and private sector in a variety of senior roles that focused on emerging technologies and intersections of business strategy and technology. He has worked with several Fortune 200 companies to extend their brands, systems, and presence to effectively leverage the mobile channel. He is a frequent speaker, panelist, and blogger on the ways mobile innovations and social media are changing our lives.

Kevin Martin | Chief Research & Marketing Officer, i4cp


Kevin Martin leads the Institute for Corporate Productivity’s (i4cp’s) research operations, which includes planning and managing the execution of the company’s research projects, as well as oversight of its research working groups. A highly sought-after speaker on all aspects of human resources and talent management, Kevin has produced hundreds of research assets pertaining to best practices in human capital management (HCM), and has extensive experience in global HCM.  Laurie DUNCANLaurie Duncan | Assistant Deputy Minister, Service BC, Government of BC

Laurie was appointed Assistant Deputy Minister, Service BC, on October 3, 2013. Service BC provides service delivery to citizens, business and government through multiple channels including in-person, telephone, email and online. Service BC implements cross government service delivery initiatives to improve services, making it easy for clients to find and access the information and services they need. Services are delivered directly by staff and through agreements with private sector service providers.

Previously, Laurie was Assistant Deputy Minister for Service Operations Division of the BC Public Service Agency were she implemented a new service delivery model, transforming the way public servants access the human resource supports.

Laurie’s career in the BC Public Service has been very diverse. She has developed and delivered programs and services related to: alcohol and drug misuse; high risk youth services; women’s equality; advanced education; disability supports; income assistance; intergovernmental relations and performance measurement and evaluation.

Laurie completed her Masters – a dissertation on the impact of the “New” chip technology on work, healthcare, school and leisure – in 1981 at Queen’s University.  She is married to her high school sweetheart and has two grown children.

Marina GilsonMarina Gilson, CMRP | Senior Research Director, Ipsos Reid


Marina is an accomplished researcher and consultant with decades of experience with major marketing research suppliers in Canada and the US. She works extensively with public sector clients. She is an expert in a broad spectrum of quantitative and qualitative research approaches.

She has designed and managed studies for a variety of clients to measure and monitor the attitudes of various stakeholder groups, including customers, clients (B2B), the general public, internal and external service providers, politicians, members of the media and employees.

Part of the Ipsos Public Affairs team in Vancouver, Marina’s projects include an extensive qualitative and quantitative research program for the Washington Department of Labor and Industries, as well as the Citizens First and Taking Care of Business studies conducted for the Institute for Citizen-Centred Service.

Marina has her (Honours) Diploma of Technology in Marketing Management from the British Columbia Institute of Technology (BCIT). She is a member of the Marketing Research and Intelligence Association (MRIA) and holds the Certified Marketing Research Professional (CMRP) designation.

Knomos is an interactive web application leveraging data visualization and open access to BC legislation via the BCLaws API. Knomos is an educational aid for law students, a professional tool for lawyers, and a public legal resource for all Canadians.

This summer, Knomos became one of 22 interactive digital media projects from across the country to be awarded funding from the Canada Media Fund’s Experimental Stream, which encourages the creation of innovative interactive digital media content and software applications.

David Hume is Executive Director of Citizen Engagement for the Government of British Columbia. His small but high impact team is helping ministries across government think through and launch better ways to bring British Columbians into the process of improving policy and services that affect them. He has been full time with the Province of BC since May 2009, and before that has worked in various consulting and project roles with the UN, OECD, the Province of New Brunswick, the Federal Government and the Government of New Zealand.

Peter Watkins is an executive director in the Strategic Initiatives and Partnerships Division of the BC Government Ministry of Technology, Innovation and Citizen’s Services. Mr. Watkins has more than 20 years of experience as an information systems professional and public servant. He is one of the driving forces and experts behind the government’s strategy for a user-centric solution to the vexing problem of digital identity information management and the recently launched chip enabled BC Services card.

Peter’s newest work is exploring the intersection of digital identity and the advent of webAPI’s. He has worked in software development, system design, IT operations, as well as management, service development and policy development.

Dan Gunn | Executive Director, VIATEC Victoria


Dan fell in love with Victoria the moment he first landed here in 1998. Upon returning home to Ontario, he built a mahogany sea kayak because he knew he was coming back for good.

After being accepted by Royal Roads University to their degree in Entrepreneurial Management, Dan transferred from Trent University where he started in Political Science after accidentally getting elected to Georgina City Council when he was 22. Fortunately for Dan, one of his RRU profs was Doug Taylor, the then CEO of VIATEC. They hit it off and two weeks after graduating Dan started on a 7-month contract.

Dan loved how the not-for-profit world allowed his entrepreneurial spirit to flourish while making a difference helping other entrepreneurs realize their dreams. Having previously operated his own IT support company and a publishing company, Dan knows how tough starting a business can be and he takes great satisfaction from playing any role he can in helping others achieve their goals.

15 years later, Dan’s 7-month contract has turned into career and in 2005, he was promoted to leading the organization. A lover of creativity and innovation, Dan takes pride in VIATEC’s unique approach to serving its members. The lines between Dan’s work and personal life blur in every imaginable way and VIATEC and its events are more likely to be influenced by Burning Man and Tall Tree than any other typical event.

Outside of work, Dan spends every moment he can with his 4-year old son Max and his wife Jeanie. Besides music and art festivals, he loves playing guitar, glamping and watching The Big Lebowski.

Greg Caws is an entrepreneur who builds technology businesses. Appointed President & CEO of BCIC in October 2013, he brings extensive experience that spans startups, large corporations, private capital, public service and board governance. Greg’s experience also includes serving as CEO and Board Chair for the Victoria Advanced Technology Council (VIATeC), Technical Architect for TELUS’s initial digital initiatives and Technology Lead for the 2010 Vancouver Olympic bid. A graduate of the Royal Military College with a degree in Chemical Engineering, Greg was trained as an Aerospace Engineering Officer in the Royal Canadian Air Force.

Dr. Hannes Blum is a Venture Partner at Acton Capital Partners GmbH. Mr. Blum served as the Chief Executive Officer and President of Abebooks, Inc., until mid-2015. He founded and served as the Managing Director of Abebooks Europe GmbH. He started his career at the Boston Consulting Group in strategy consulting. He co-founded JustBooks in 1999. He serves as a Director of Abebooks, Inc. He also serves on three other Boards of Directors besides his mandate at AbeBooks Inc. He served as a Director of Media Inc. He won various industry awards, including being named Entrepreneur of the Year by Ernst & Young for the Consumer Category in the Pacific Region in 2003. Mr. Blum holds a Master’s degree in Business and Engineering from the University of Karlsruhe and a PhD in Business from the Otto Beisheim School of Management (WHU) in Germany.

Tayo Runsewe has 26 years of management & consulting experience in the Information Technology / Information Management space. The majority of his career has been spent based in Victoria and has a long history with both small and large organizations doing business with BC Government. He has spent time in sales, consulting and senior management roles with various technology providers including IBM, Microsoft, Latitude Geographics, Pangaea Systems (now CGI) and TLD. He currently serves as Director of Business Development for RKO Business Solutions, a Vancouver based Enterprise Content Management and Knowledge based process company.


Daniel Chong | Vice President, Gartner Consulting

Daniel Chong has more than 30 years of experience in IT‑related fields, with 16 years of experience in senior management roles and 17 years as a senior‑level consultant. Mr. Chong has broad knowledge of all IT disciplines and their application in both private and public sector enterprises. He joined Gartner in 1999 and is based in Toronto, Canada.

Mr. Chong has been a member of the Gartner Enterprise Architecture (EA) practice since 1999 and has been involved in the development of the Gartner EA Framework and Methodologies used to define EA artifacts and processes. Mr. Chong has also done extensive work in the development of definition of the processes and artefacts related to EA. Mr. Chong is familiar with the Zachman, TOGAF and FEAF methodologies and frameworks through the delivery of EA engagements with clients who have adopted adopting these frameworks

Mr. Chong is familiar with all mainstream technologies across a broad spectrum of technology architecture domains. Mr. Chong is an excellent communicator, and frequently is required to present to senior executive groups and Boards. He currently reports in an oversight role to several Board of Directors of large Canadian Corporations. Mr. Chong is a frequent presenter at Government conferences and workshops and has presented on a large range of Information Technology topics to audiences ranging up to 1000. Mr. Chong has also delivered presentations at Gartner Symposium events.

In addition to his focus on Enterprise Architecture, Mr. Chong has also worked extensively in the procurement and selection of vendor solutions with clients in both public and private sector. These solutions include hardware platforms, system software, to enterprise wide core systems for insurance, banking, and retail, and Enterprise Resource Planning (ERP). Mr. Chong is very experienced with financial analysis and the development of business cases, business plans and financial projections associated with the acquisition of these technologies and applications.

Mr. Chong holds a Bachelor of Science degree with a major in Computer Science from the University of Toronto. He is an active speaker and has conducted seminars for groups of executives on a number of IT‑related topics. He participates in a number of industry associations and standards committees. Mr. Chong also teaches a variety of information systems programs at community colleges.

Ted Graham is the Innovation leader at PwC Canada where he helps to turn ideas into invoices. He is also founder of the South Core Innovation Hub, a collaborative group of innovation leaders from Toronto’s unique waterfront area. Member organizations include large banks, start-ups, public transportation – all of whom are looking to make a substantial impact on their companies and communities. Prior to PwC Ted was a McKinsey strategy consultant with a focus on understanding and leveraging people networks to influence the spread of ideas. Ted often speaks to audiences about The 5 things I learned about disruptive innovation as an UberX driver and how to apply some of these lessons across a multitude of industries on the cusp of disruption. His first hand account was initially released as a widely read LinkedIn influencer post, then a CBC Metro Morning interview and is now part of his forthcoming book called “The Uber of Everything” to be released later this year. Over the years Ted has enjoyed diverse pursuits in his spare time: scrabble champion, world ranked Rock Paper Scissors competitor and volleyball magazine publisher.


virk-AmrikHonourable Amrik Virk | Minister of Technology, Innovation and Citizens’ Services, Province of BC

Amrik Virk was appointed as Minister of Technology, Innovation and Citizens’ Services on December 18, 2014. Previously he served as Minister of Advanced Education from June 2013, after being elected as MLA in the riding of Surrey-Tynehead in the 2013 Provincial General Election.

While as Minister of Advanced Education, Virk helped guide the development of B.C.’s Skills for Jobs Blueprint, implemented the commitment to establish B.C.’s first public school of traditional Chinese medicine and continued the expansion of the number of free, open textbooks for post-secondary students.

Born in India, Virk moved with his family to Williams Lake, B.C. when he was five years old.

After the completion of a Bachelor of Arts Degree majoring in Economics and History at Simon Fraser University, Virk joined the Royal Canadian Mounted Police in 1987. After an extensive career in a variety of policing roles including sharpshooter with Emergency Response Teams, he retired at the rank of inspector in 2013. Virk is a recipient of two bravery awards, including a Commissioner’s Commendation, as well as The Queen’s Golden Jubilee Medal and The Queen’s Silver Jubilee Medal.

Virk also spent six years on the board of directors of the Surrey Memorial Hospital Foundation and served on the board of Kwantlen Polytechnic University.

Virk lives in Surrey with his wife Jatinder. They have been married for more than 25 years and have three daughters.
